Economic Abuse Under RA 9262 in the Philippines

The Anti-Violence Against Women and Their Children Act (RA 9262) covers not only physical and sexual violence but also economic abuse. Many women do not realize that financial control and deprivation are forms of abuse.

What Is Economic Abuse?

Under RA 9262, economic abuse refers to acts that make or attempt to make a woman financially dependent on her abuser. It includes:

  • Withholding financial support despite having the means to provide
  • Controlling the woman’s income or funds
  • Preventing the woman from working or pursuing a career
  • Taking or destroying the woman’s property
  • Forcing the woman to sign financial documents against her will
  • Depriving the woman of basic needs such as food, clothing, or medicine
  • Preventing the woman from having access to the conjugal property

Economic Abuse Is a Crime

RA 9262 treats economic abuse as a criminal offense, not merely a civil matter. A conviction carries the penalty of imprisonment and a fine. The victim may also file for a Protection Order (Barangay Protection Order, Temporary Protection Order, or Permanent Protection Order) which can include provisions for financial support, custody, and property protection.

How to Get Help

  • Document everything — Keep records of financial deprivation, demands for money, threats, and any communication.
  • Seek a Barangay Protection Order (BPO) — File at the barangay hall where you live. The BPO is effective for 15 days and can be extended.
  • File a criminal complaint — At the prosecutor’s office or through the Philippine National Police (PNP) Women and Children Protection Desk.
  • Contact DSWD or a women’s shelter — For immediate assistance and temporary shelter if needed.
